Short answer

Generally yes, if you are non-disruptive.

KRS 61.840 protects public attendance and requires agencies to permit recording and broadcasting by news media. In OAG 26-01, the Kentucky Attorney General concluded that non-intrusive, non-disruptive cellphone livestreaming by ordinary members of the public may not be prohibited.

Important limits

Order still matters. You may not disrupt the meeting, block access, or prevent the body from conducting business.
This is about open public meetings.Different rules may apply in courtrooms, jails, restricted facilities, or other government spaces.
